Mafia IV story idea

Note: The particularly important details and music artist names are in bold text. Licensed music track names are in italics.
The year is 1973, five years after the events of the Mafia III, and 22 years since Vito Scaletta’s seen or heard from his old friend Joe Barbaro. The canon ending of Mafia III with this Mafia IV story is Vito taking over the city after Lincoln skipped town, however Cassandra and Burke are left alive and loyal to both Vito and Lincoln still. Burke was able to survive his liver cancer by getting a black market liver transplant in Mexico, like he did in his ending, except with Vito running the city. On Vito and Lincoln’s behalf, Burke and Cassandra agree to stay behind in New Bordeaux and keep the city locked down, incase Leo Galante and the Commission try anything.
The beginning cutscene is Vito answering his telephone after getting up in the morning in his new penthouse, on the top floor of the New Bordeaux casino he finished that was once Sal Marcano's, and grabbing a cup of coffee. It's Alma with some urgent news. Lincoln Clay came down to the cigar warehouse to visit her after 5 years of silence, and he has big news.
Joe is alive in Empire Bay and has been this entire time. However, as punishment for his actions, he's become Leo Galante's personal driver against his will and is forbidden from contacting Vito ever again, or else him and Vito will be killed. Alma then tells Vito to meet Lincoln at the airport to learn more, as he's already there awaiting Vito's arrival. When they're away from anyone who could listen in on their conversation, Lincoln tells Vito he has a friend named John Donovan he's going to introduce him to, hiding in the outskirts of Empire Bay, ready to help Vito and Lincoln with their new mission
Vito gets dressed in one of his signature trench coats with a suit and tie, ready to rain down hell on the Vinci crime family and their allies, and finally be reunited with his lifelong friend he previously thought was dead, Joe Barbaro.
Here is my idea for the kill list, all related to the Commission in Empire Bay and their allies.
I'm thinking Vito and Joe work with Lincoln Clay and John Donovan to split up Empire Bay and distribute territory to three other factions not unlike what Lincoln did with New Bordeaux. This time though, this is a much larger city in a much, much different part of the United States. The empire building mechanics would be a lot smoother, more robust, and streamlined compared to Mafia III. They would work similarly a more modernized version of how the game Scarface: The World Is Yours handled it's empire building and management mechanics, minus the whole switching to other characters lower on the ladder to do your bidding. This would be ideal for a story rich organized crime game in my opinion. Here are my ideas for those factions, all close allies of the up and coming Scaletta crime family.
The Cuban mob led by Alma Diaz. Vito goes way back with Alma, and she does not hesitate to answer him and Lincoln's calls to save Joe's life and royally fuck both Leo Galante and the Vinci family.
Conti crime family, led by Enzo Conti. This Conti crime family formed sometime in late 1968, months after Lincoln helped Enzo flee New Bordeaux and drop off of Sal Marcano's radar. It turns out he fled north to Empire Bay and finally formed his own family, having more than enough years of experience in the underworld to handle the job. Lincoln's tight with him and manages to recruit him to Vito and Joe's cause.
The Yakuza, based out of Empire Bay's Japantown. Longtime sworn enemies of the Empire Bay Triads, with bad blood going back decades. They would greatly enjoy seeing Mr. Chu and his son's heads mounted on pikes, along with whacking everyone who's ever supported their organization. You don't know them well, and they're known to be very unpredictable and ruthless. Use these traits to your advantage when taking on the Commission of Empire Bay and their friends.
I should mention as expected, this entire 1973 section where you play as Vito is much shorter than Mafia III. Vito's takeover is shown much more quickly over time than Lincoln's, and there's time skips during it, to keep it short and sweet, and to show onscreen only what's important. There is also no option for your underbosses to betray you, as to reduce confusion and keep the story consistently the same each playthrough, like the first two Mafia games.
However, unlike Mafia III, after all of these tasks are completed and every single assassination target on Vito’s kill list is dealt with, the game does not end. In fact, it's not even anywhere near close to being over yet. Vito's 1973 section was merely the beginning act. It was really a lead up to an entirely new Mafia story, centering around a newcomer to the American mob. Fast forward two years following Vito’s rampage that led to him taking over Empire Bay and the Commission, in the year 1975 him and Joe now rule Empire Bay, with Vito as the Don of the Scaletta Crime Family, and Joe working as his loyal underboss. You play the rest of the game as a young up and coming soldato named Louis in his 20’s, who’s a rising star in Vito’s organization. Do right by Mr. Scaletta and Mr. Barbaro, understand kid?
My basic idea for the character and his backstory is that he's a young Italian-Canadian mobster from Toronto, Ontario, or whatever Mafia's equivalent of it could be called. Let's call him Louis DeAngelo. (No relation to Tommy Angelo) His family hails from Tuscany in Italy and moved to Toronto, Ontario in 1939, shortly after World War II broke out in Europe. Louis DeAngelo was born in July 1952 in Toronto, and was raised in Toronto's Little Italy. Louis fled south to Empire Bay when the feds started cracking down on his old family and put his boss in prison, and he ended up finding a new home with the Scaletta crime family. The first few missions playing as Louis DeAngelo involve shooting your away out of an arrest by a Toronto Police Service SWAT team in Toronto in December 1974, seeing the rest of the members of your old crime family either get arrested or shot in front of you as you make your escape. You spend the next two missions fleeing Ontario through Quebec and upstate New York, before finally arriving in Empire Bay in early 1975, late January to be exact. Winter is in full force with snow everywhere, Louis' arrival to Empire Bay for the first time in his life mirroring Vito's return to Empire Bay in 1945 30 years earlier, except under far different much more dire circumstances. Louis' older brother and his father, both capos in his old crime family in Toronto, are shown to be arrested by the TPS SWAT team in his first mission, the same one that attempted to gun him down when he resisted arrested. Louis knows someone had to have ratted out his old crime family, and he wants to find out who someday. The thing is though, he doesn't just want to kill them. He wants to get out of them why they did it before he kills them. More than anything else, he just wants to find out why his crime family was betrayed and served up to the feds on a silver platter, having most of his biological family sent to prison in the process. He’s out to uncover the mystery of why his family fell apart, and he’s more than willing to help people like Don Vito Scaletta and his underboss Joe Barbaro to eventually get the answers he seeks. I came up with the idea for this character because I figured that playing as a fugitive from the law made sense for the mob life, and I'm surprised we haven't had a fugitive protagonist in the Mafia series yet.
In the 1975 chapters while playing as Louis, the Watergate scandal, President Richard Nixon’s resignation, and the official end to the Vietnam War are both discussed on the in-game radio during news segments. In the last 1979 chapter, the beginning of the Soviet-Afghan War is also the subject of a news segment on the radio.
The story eventually transitions into the 1980's as years pass, with the scenery, cars, and music changing accordingly, and historical events of the time discussed in the game. By the time the game ends, it's 1992, and significant historical events from the past few years at the time that are covered on the radio in-game include anything from the fall of the Berlin Wall, the Gulf War, the collapse of the Soviet Union, to the 1992 L.A. riots. The rise of the internet and home computers are briefly touched upon during news segments on the in-game radio during the early 1990's section of the story, but not greatly delved into given their relative infancy in that time period. During this entire 1975-1992 stretch of the story, Vito is no longer playable, and Don Scaletta takes a backseat in the story as a main supporting character, similar to Don Salieri throughout Mafia: Definitive Edition. You now play as the Italian-Canadian Scaletta family soldato Louis DeAngelo, who is later promoted to being a capo in 1985. However, unlike Don Salieri, Don Scaletta has much more integrity, and has more genuine loyalty for his men and his associates. If you've beaten Mafia 1 or Mafia: Definitive Edition, you'll know this is something Salieri lacked in the end.
The game will include a number of hit music from the 70’s that played on the radio back then, such as Bobby Womack’s Across 110th Street and Tony Christie’s (Is This the Way to) Amarillo, The Grateful Dead's Casey Jones and at least a few songs by the then new American rock band Cheap Trick, as well as popular songs from the 1960’s people still listened to at the time, such as Sam the Sham and the PharaohsWooly Bully, King Crimson’s 21st Century Schizoid Man, Zager and Evans' In the Year 2525, The Zombies' Time of the Season, and Nancy Sinatra’s These Boots Are Made for Walkin'. When you progress through the game, especially after you switch to playing as Louis DeAngelo for the rest of the story, years change, and the music changes. Different songs start playing on the radio, such as Sylvester's You Make Me Feel (Mighty Real), Randy Crawford's Street Life, and The Village People's Y.M.C.A., Cheryl Lynn's Got to Be Real, Gloria Gaynor's I Will Survive, and the Bee Gees' Stayin' Alive start playing in the 1979 portion of the game. After you've completed the 1975 section of the game, Foghat's Slow Ride starts playing on the radio. Starting in the 1977 section of the game, Cheap Trick's I Want You to Want Me and Heart's Barracuda start playing on the radio. In the 1980's portion of the game, Thomas Dolby's songs Hyperactive! and She Blinded Me with Science, in addition to Night Ranger's Sister Christian also start playing on the radio. If Hangar 13 can afford the licenses, I also think a few Michael Jackson and Madonna songs should definitely be on the radio during the 1980's portion of the story, given the immense popularity and regular radio airtime those two had in that decade. If this ended up being possible, I imagine that Michael Jackson's Smooth Criminal, Beat It, Bad, and Billie Jean being on the radio in the 80's sections would be a must, Smooth Criminal especially because of how well it suits the series. Madonna's Lucky Star, Burning Up, Like a Virgin, and Borderline would also be perfect for the 80's portion of the game to me. Also mentioned by NPCs and civilians in the game are topical events of the time period, such as the release of the groundbreaking 1973 horror film The Exorcist at the end of Vito's playable portion of the game.
Other music of the 1980's segment when playing as Louis DeAngelo for the remainder of the game includes hits of the era such as Joe Jackson's Steppin' Out, The Buggles' Video Killed The Radio Star, Corey Hart's Sunglasses at Night, Laura Branigan's Self Control and Gloria, The Weather Girls' It's Raining Men, A-ha’s Take On Me, Men at Work's Down Under, Kim Wilde's Kids in America, The Gap Band's You Dropped a Bomb on Me, Culture Club’s Karma Chameleon, Twisted Sister's I Wanna Rock and We're Not Gonna Take It, Bon Jovi's Wanted Dead or Alive and Bad Medicine, Loverboy's Working for the Weekend, Dead or Alive's You Spin Me Round (Like a Record) and That's the Way (I Like It), Tiffany’s I Think We’re Alone Now, Daryl Hall & John Oates' Maneater, Aneka's Japanese Boy, Mötley Crüe's Dr. Feelgood, Girls, Girls, Girls and Kickstart My Heart, Billy Joel's We Didn't Start the Fire, Huey Lewis And The News' Hip To Be Square, Bill Medley's (I've Had) The Time of My Life, The Police's Every Breath You Take, Whodini's Magic's Wand, Tears For Fears' Everybody Wants To Rule The World, Rockwell's Somebody's Watching Me, Regina's Baby Love, Nena's 99 Red Balloons, Earth, Wind, and Fire's Let's Groove and September, Billy Idol's Eyes Without a Face and White Wedding, Rick JamesGive It To Me Baby, Wham!'s Everything She Wants, George Michael's Careless Whisper, Toto's Hold the Line and Africa, Blondie's Heart of Glass and Atomic, and Mai Tai's History.
Note that not every single year and moment of the 17 year 1975-1992 section playing as Louis DeAngelo is playable or chronicled. My idea is it would be handled similarly to how the time skips in Mafia 1/Mafia: Definitive Edition were handled. Time skips of two or more years, or in this case, even longer such as 4 years sometimes, the game skipping from 1979 to 1983. This is to keep the game and story length ideal, and not risk it getting boring or repetitive, or going on for too long. Repetition was a big problem in Mafia III even if I still thought it was a superb game, so I think it'd be best to learn from that for the next big entry. The games story will skip ahead and show onscreen only what's significant, similar to the first Mafia game and it's remake, as well as certain aspects of Mafia II. Louis starts his section as a 22 year old fugitive soldato who got picked up by another crew south of the Canadian border, and in the epilogue of the game in 1992, is promoted to the consigliere of the Scaletta crime family at the age of 40, being set to take over the family once Vito and Joe become too old to run the day to day on a regular basis.

Much more of the rural areas and countryside outside of Empire Bay are included than what was available in Mafia II. The way rural environments are handled for this hypothetical Mafia IV is akin to how Mafia: Definitive Edition and Mafia III handled their rural environments outside the main cities, except much larger in scale, given the increased power of the current new consoles such as the PS5 and Xbox Series X. This region is based off of upstate New York and the surrounding areas across multiple states in the Northeastern US, and includes forests, fields, mountains, rivers, lakes, beaches, and small towns. Also included are other cities and towns, based off of other large cities in New York like Syracuse, Buffalo, and Rochester, where other story missions, business activities, and side missions take place, along with smaller notable places like Ithaca, Binghamton, and Utica. The entire states of New Jersey, Massachusetts, Rhode Island, Vermont, New Hampshire, Maine, Delaware, Maryland, and Ohio are also included, including places based off of all of their major cities and most of their notable towns in between. Large portions of Pennsylvania are included as well, including Philadelphia, Pittsburgh, and Scranton. Large portions of the eastern half of the Canadian province of Ontario are included as well, including cities based off of Toronto, Ottawa, and Niagara Falls. There's even a small portion of Quebec included, including Montreal and the surrounding countryside of the province outside that city, including a few small towns in southern Quebec. The player must pass a quick border patrol check when crossing the US-Canada border in a car or other ground vehicle.
Wildlife is present in the game, mostly to add to the background, scenery, and immersion in rural environments on the map. These are all animals native to the Northeastern US, ranging from white tailed deer, coyotes, bobcats, Canada lynxes, rabbits, hares, groundhogs, gophers, beavers, raccoons, opossums, bats, chipmunks, red and gray squirrels, mice, and rats to more formidable and potentially dangerous animals that may sometimes attack the player, such as grey wolves, black bears, mountain lions, and moose. These last four animals are known to spawn in the mountainous regions, especially in New York, Ohio, Vermont, Massachusetts, and Ontario, including the rural regions based off of the Catskills and the Adirondack mountains. Dogs are present in the cities, towns, and settlements where humans live and keep them as pets, being walked and sometimes found in people's yards. Some are used as guard dogs by enemies and are aggressive towards the player on sight. Domestic cats are also present in the background of residential areas, and both Louis and Vito own them as pets throughout the game in their safe houses, as well as other onscreen characters we see the homes of throughout the game.
Aircraft make their first usable appearance in the Mafia series too, from airplanes to helicopters. Vito cannot use planes or helicopters in his playable 1973 portion of the game, as he does not know how to pilot, being a paratrooper in World War II who never actually flew any of the planes himself. Aircraft are unlocked to use when Louis DeAngelo gets his pilot’s certificate offscreen in 1977, and at the end of a chapter set that year, Louis has to fly Vito in a helicopter to a penthouse in Downtown Empire Bay acting as a family safe house, equipped with a helipad. Louis frequently serves as a personal driver and pilot for both Vito and Joe afterwards, having done a lot in his time serving the family to earn their trust and respect.
Melee weapons also make a return from Mafia: Definitive Edition, with even more variety this time. In their respective sections of the game, Vito and Louis may use anything from baseball bats, pipes, shovels, brass knuckles, golf clubs, police batons, switchblades, kitchen knives, bowie knives, ice picks, 2x4s, claw hammers, crowbars, tire irons, chain links, machetes, meat cleavers, pickaxes, hatchets, sledgehammers, to fire axes. This amount of melee weapons is so no matter what environment the player finds themselves in during a mission or any other game activity, there is usually a weapon of some sort nearby. If the player has obtained piano wire, you may also strangle an enemy to death with it from behind as a stealth kill, this being a classic assassination method infamous for being used by the Italian Mafia. Rope can also be found and used for similar strangulation stealth kills, appearing in the gameplay environments where piano wire can’t be found. There is a wide variety of new guns and explosives to use in this concept for Mafia IV, going with the new weapons of the time the game takes place that criminals quickly got their hands on. This includes the SPAS-12 combat shotgun, the Beretta 92 pistol, the AK-74 assault rifle, the mini uzi, the MAC-10 submachine gun, both suppressed and unsuppressed variants, the Beretta 92 pistol, the Taurus raging bull revolver, Glock handguns, the TEC-9 machine pistol, illegally modified to be full auto, the Ruger Mini-14 full auto variant, and even Vietnam war era flamethrowers, which I think is only natural given that as of Mafia III, we already have RPGs and grenade launchers. Late in the game from the 1989 section and onwards, the Benelli M3 combat shotgun becomes available. The Milkor MGL grenade launcher becomes available beginning in the 1983 portion of the game. Attached grenade launchers are also available for the AK-47, AK-74, and M16 assault rifles.
Free ride makes a return in Mafia IV, with the player having the options to change the weather, time period, and an option to play as Louis, Vito, Joe, or Lincoln. Naturally, a multitude of new free ride missions are available as well.

Meet-and-greets were always Marc Silvera’s favorite part of the day. Back in his youth, he loved the thrill of heroism, the adrenaline that came with fighting against dangerous people and bringing them to justice. Now, it was much less about adrenaline as it was before; he got his enjoyment from knowing that he made others’ lives just a little bit safer, helping them sleep more easily. Luckily, Josiah Power’s booths in the Polynesia Resort’s cafeteria boiled that right down to a science.
Dan and Courtney would always get the most fans, considering that they ran their own media platforms at one point; Helga and Curtis would occasionally hang around his booth for the fans. Ray and Thunder each had their own devoted lines, with their fans from Tulsa and Metropolis often making pilgrimages to New Coast to visit them. The ceremonially empty booth to the left of Marc was there for Vibe, who had attracted a lot of people placing down flowers and mementos, paying their respects. It was still hard for Marc to believe that he was really gone.
Marc’s was always the shortest line. He knew why; for a long time, the second Commander Steel was a small-town urban legend whose existence was unconfirmed. The name was also associated with a military group that many disapproved of or outright loathed, Marc himself chief among them after all these years, who was a willing participant in it. Finally, there was the third reason: Commander Steel was not a welcoming figure to most. His helmet kept out any sign that he was even a human, which was no longer a valid assumption for superheroes. In a lot of ways, he understood why children would even be scared of him. He liked to pretend that this didn’t bother him, but he knew deep down that it did, just a little.
Even still, he did have several people who came over to meet him. A tall woman with red hair and excessive amounts of makeup walked up to him, her young son in tow. He couldn’t have been more than seven years old, Marc thought. He sat down on a wooden chair nearby and smiled behind his mask.
“Hello there,” Marc chuckled. “What’s your name, young man?”
“Collin,” he smiled, hiding his face in his hands, his dirty mop of red hair covering his eyes.
Marc laughed heartily, almost as if he were a mall Santa. He felt like the kids needed to know that he wasn’t as scary as he seemed behind the mask, and laughing was the best way of doing that. Collin couldn’t see how wide he was smiling behind the visage, the tear of joy running down one of his eyes. “Now Collin, why don’t you sit on my lap and we can take a picture together?”
“Yeah!” Collin said. “I love you, Commander Steel. I want to be a superhero like you when I grow up.”
“Oh, is that so?” Marc said joyfully, smiling as Collin climbed up into his lap. He hid a grimace; as much as he enjoyed the job, seeing someone so young determined to be someone who put their life on the line was very off-putting to him. The camera flashed, taking a picture of Collin with his hero, and Marc just let the moment rush over him.
“Remember to enjoy your stay at New Coast Polynesia Resort!” he called out behind them as they left the line. He always felt weird saying that, but Josiah told them to, and it wasn’t like he didn’t want them to have a fun vacation.
The next person moved forward in the line, a teenage boy wearing a camo button-down shirt. “Hey, Commander Steel,” he said gleefully. “You’re so awesome. It’s so cool that I get to meet you.”
Marc went through the rounds, but he wasn’t focused on the boy anymore. Instead, Marc stared transfixed as the next woman in line, a middle-aged Black woman with a short bob of shoulder-length grey hair, wearing a black dress with grey and blue accents. His stomach dropped as he finished up with the kid in camo, turning to the woman in front of him.
“Jenna,” he said, coming out as little more than a breath. He stood up from his chair. “Why are you here?”
“Trust me,” she said with her lips pursed. “I didn’t want to come just as much as you probably don’t want to see me. Something came up.”
Marc stared at her, not saying anything.
“Richards’ sentence is up,” Jenna muttered coldly. “I was hoping he’d changed, but he’s on a bus straight to New Coast. I just wanted to warn you and your team, knowing what he’s capable of.”
“Yes, of course,” Marc said as his former wife left the line. He turned to her and called out as she walked away. “Hey, hey, you have a fantastic rest of your life, whatever you’re doing.” She didn’t respond.
Marc turned to the next guest, his mind not fully there. As his experience with Jenna faded from his mind, he realized that something much worse was about to happen, and he had to warn the team about it.

“Okay,” Curtis said, his back against the wall of Room 103. The members of Coastguard were gathered in their costumes, having come back from the meet-and-greet minutes earlier. “A quick recap on the Phosphorus situation for Courtney: We’ve been able to take out some street-level guys who were peddling narcotics, but none of them claimed they had ever seen the man’s face. He apparently keeps very little company; only those he trusts ever see who he truly is.”
“By the way,” Anissa said, “Congrats to Courtney for the awesome work she’s done in Opal City! We’re starting to see headlines roll in, and it’s very impressive.” Immediately, everyone in the room around them began to clap and cheer, turning to Courtney who was sitting in her new red-and-green costume.
Courtney looked between her teammates and smiled. “Thanks guys,” she said. “It means a lot.” She turned to Curtis, her expression turning more serious. “Anything on ThirteenthFloor? That seemed like a really big deal when I left, but no mention of it so far.”
Curtis nodded. “Yeah, yeah, that’s a thing. Helga and I are working on reverse-engineering the tech in the buildings, but no results yet. Anyone else have pressing concerns?”
Helga raised her hand. “As you may recall,” she began, “Acrata managed to escape from New Coast after arrest. I recently received word that she may be returning to the city, planning something big. If you spot her, do not be light when apprehending her, and bring her to me as soon as you can.”
“Dammit,” Dan said. “I was hoping I’d never have to see her again. That fight kept me sore for days. We’ll be on the lookout if she returns.”
“Anything else?” Curtis asked.
Marc removed his mask and raised his hand slowly. “Yes,” he said meekly. “Unfortunately, there’s… someone else has shown up here. An old enemy. Curtis, bring up records for Mark Richards, also known as the Tattooed Man.”
Curtis turned to a nearby monitor and began searching the web. He pulled out a mugshot of a tall, bald man with a tattoo of a dragon coiled around the top of his head. On the side of one of his cheeks was another tattoo, a small piece that resembled a rose with a thorny stem. “This your guy?”
“Yes,” Marc said. He stood up and took a deep breath, addressing his teammates. “A long time ago, I lived in a small town in Maryland called Liberty Hill. Standard small-town fare; most of the criminals were just normal people who had a bad run. This man was different. He showed up, and within months he had killed any gang members who didn’t work for him. With every man he murdered, he got a new tattoo, and these weren’t ordinary tattoos. They gave him powers, and every time I fought him he had a new trick up his sleeve.”
He sighed and paused before continuing. “I became obsessed with him. It was unhealthy, and it cost me my marriage. Finally, 15 years ago, I caught him. He served his time, and now it seems like he’s come back for revenge. I'd like to humbly request your help in finding him and making sure he doesn't cause further harm. Mark Richards is incredibly dangerous, and we need to treat any encounter we have with him with utmost caution. He will kill us if we don’t.”
The room fell silent for a few seconds before Curtis broke the silence. “Okay,” he said. “The Tattooed Man, Public Enemy Number One. Don’t worry, Marc; we will make sure that we stop him before he can hurt us.”

Mark Richards knocked on the door of a townhouse in what looked like any other upscale neighborhood. This development was designed by one of Josiah Power’s friends, he had remembered, but it had never seen use as the designer’s company went down for fraud several months ago. Even though it looked like an ordinary housing development, a far cry from the tourist trap in New Coast’s city center, it was also the home of many of New Coast’s more sinister elements. With the development never having been in use, it was the perfect place for shadowy figures to hide in such a bright city.
The skull on Mark’s forearm sensed some sort of danger. Mark willed it to be quiet as a young woman, tall and lanky with blonde hair and blue accents, opened the door. She seemed to have a lot of tattoos herself. “Wow,” she said, staring at him up and down. “I’m going to need the name of your inker. That is some good art.”
“I’ve had a lot of inkers,” Mark chuckled. “My first tattoo was from a slave-driver in Moldora. The second one was from a serial killer. I tend to get them from the worst of the worst, and it pays off.”
“Ooh, nice,” she said. “I take it you’re here to see the big man? I’m sure he’ll be glad to see you. You should hope so, at least.”
Mark nodded. “I believe we already had an appointment scheduled.”
“You are correct,” she laughed. “He's been talking about you all day.”
Mark walked into the house and down the corridor to a room at the end. If an ordinary homeowner lived here, the room he entered would probably be furnished as a dining room, possibly as a playroom for their children. However, the New Coast crime lord that lived here had turned the room into a sort of makeshift casino; slot machines padded the sides of the walls while a poker table served as the room’s centerpiece.
In the far corner were two couches, on one of which sat the man Mark presumed to be Phosphorus. He looked young and arrogant at first glance, reminding Mark of a cocky kid who thought he could run a business back in Liberty Hill, but who would always fall to Mark in the end. The heart tattoo on the left side of Mark’s chest came from him; his sins were driven by his heart rather than his brain, and that’s why Mark had defeated him. It was a fitting tattoo to remember him by. The major difference between Phosphorus and that kid was abundantly clear, though. Phosphorus wore an unbuttoned white jacket with no shirt; across his chest and extending down his left arm, his skin glowed a brilliant red-orange. Underneath the glow, Mark could see his ribcage, lit up by the man’s special ability.
“Heh, on time I see,” Phosphorus chuckled. “I knew I could count on you.”
Mark took a seat on the couch across from the crime lord. “Of course,” he said. “This business is always about impressions, and I’ve come to know that that means dependability as well as fear. Meet your opponents first, before you destroy them. And I believe that in a couple of months, I may have to destroy you.
“So it’s true then,” Phosphorus said. “You’re gonna hang around a while? That’s unfortunate. Oh well.”
“Nice to meet you. I’d shake your hand, but I’ve been told that’s not really a good idea.” Mark stretched out on the couch, throwing his arms behind his back. “So you’re the Phosphorus, huh? I expected someone a little older to have been behind the work you’ve done. It’s impressive.”
“Call me Alec,” Phosphorus said. He paused for a second. “I’m old enough. Besides, I’ve got a damn good reason why I’m doing this. Pardon the wordplay, but it’s a fire in my heart, so to speak, y’know? A drive.”
Before Mark could respond, Alec’s breathing started tensing up. He turned his head to the doorway of the room. “Melanie! Food!” he shouted. The blonde woman from before quickly came over with a man in a suit, tied up and restrained. She dropped him at Alec’s feet before leaving, not saying a single word.
The man’s expression turned frantic. “No, wait, please. Do anything. Ta--take my kids, instead. My wife. I can help you!” He was quickly shut up by Alec’s searing-hot left hand on his mouth, as the man quickly vaporized into thin air. Only a skeleton remained of where he was once standing.
“Wow,” Mark said, shaking his head. “That is impressive, I have to say. Not exactly a good dude there, either. Guess you know how to pick ‘em.”
“Yeah,” Alec laughed. “I only eat the rich types, people who have no spine or soul. That, and people who disappoint me, of course.” Alec paused for a second. “You know, I never wanted to be a criminal. I started this because I had to; if I don’t feed, I’ll die, and feeding ain’t exactly something you want to do in the open. But now? I’d say it feels pretty good. Not perfect, y’know? But it’s getting there.”
Mark nodded. “I get it, I really do. You know, you and I have the same power, so to speak.”
Alec gave him a confused look.
Mark cleared his throat. “I was on deployment in Moldora several years ago. I was a young soldier, about your age, and I had just killed a few men for the first time. Every day, their voices screamed in my head. So we were taking down this horrible waste of a human being; he had enslaved thousands of men, women and children to work for the worst kind of people. And the night before the raid, I asked him how he did it. That man showed me the art of sin-grafting; for every sin he committed, he added just a bit more ink to his body. He kept the memories of those he killed in the tattoos. Well, I thought it was bullshit, but then he tattooed this dragon onto me.” He pointed at his first and favorite tattoo, the dragon that coiled around his bald head.
“From that day on, whenever I kill someone, I tattoo myself with something to remind me of them. And I always use this special ink, which gives the tattoo life. Power. Doesn’t make it right, but it makes it damn near worth it. Now you, you have to kill people to live. I dunno how you got into that predicament, but you realized the same thing I did. If you get power from your sins, then it’s more than worth committing them, don’tcha think?”
Alec’s expression soured. “I think you’re fucking wrong about me,” he said. He stood up, towering over Mark. The skull on his shoulder sensed that he was in an incredible amount of danger. Mark said nothing; he wanted to see where this would go.
“I’m not a monster,” Alec huffed. “I was a good kid who wanted to do the right thing, and this bitch made me into who I am now. And my father just lets her stay by his side. He doesn’t notice shit. He doesn’t realize who that woman is. And so I’m here to fucking destroy the city he’s created, to burn it down to the bedrock on which it stands.”
Mark raised an eyebrow. “Your father is Josiah Power? I see it. I think you’ll realize you’re a lot more like him than you imagine.”
Alec lunged at Mark, nearly putting a hand on him. Acting quickly, Mark summoned the dragon from the tattoo on his head. Immediately, the ink turned into a violet energy construct of a serpent, lunging forward at Alec and releasing a sonic blast. Alec flew across the room, landing among the slot machines on the other wall.
“See, you’ve got this terrifying power,” Mark chided. “But I got so many years on you it’s hard to imagine. That, Alec, is why I will take this city.”
Alec writhed in pain as Mark stood over him and left. This was not the pain he felt when he hadn’t fed in a while, nor was it the pain he felt from Mark knocking him into the wall. No, this was omnipresent, coating every nerve of his body like it did when he was hungry, but ten times stronger. He cried out, bringing himself to his feet and stumbling out the door of the room. He had someone he needed to see.

“Help,” Alec gulped, grabbing Helga’s wrist in the hallway of the New Coast Polynesia Resort. He was wearing gloves, of course; he couldn’t let anyone else know about his abilities. Nearly collapsing, Alec straightened himself using Helga’s body as a support.
“Alec,” Helga said, faking a smile. “You know, you are the last person I expected to see today. I have to say, I am very impressed with what you’ve managed to accomplish with your abilities. Seems like they’re treating you better than I had expected.” She paused for a second, looking around for bystanders. There were none. “Come into Room 104 with me, and we can talk. I don’t want to have to do to any others what I did to you.”
The two of them walked further down the hall, entering Helga’s personal lab as Helga closed the door behind him. It was just as pristine, Alec thought, as the one Helga had imprisoned him in, although it was considerably smaller. Alec had only seen the inside of this lab from the small glimpse he had gotten when he had asked Helga to help save the day. The worst mistake of his life, Alec thought. He cared about his father for one moment, wanted to help save his life, and it cost him gravely.
“I take it you have questions about your newfound powers?” Helga turned to the door and latched it shut. “Don’t worry; I’ve soundproofed the room much better since our last encounter. I could yell at the top of my lungs that you were Phosphorus, and Curtis in the next room wouldn’t do so much as to look up from his computer.”
Alec nodded. “You said that this power would kill me. Everything’s starting to hurt like a bitch; I fed on my way here and it didn’t help. I need answers.”
“Well,” Helga said, “I wish I could give you all the answers you need. Primer is a very imprecise science, and it reacts differently for every person that it works on. That being said, none of the powers triggered by your specific primer have killed anyone in less than 6 months. Trust me when I say I’ve done extensive research on this one.”
Alec winced. He imagined Helga Jace, the kind hearted TV personality dedicated to treating people with metahuman conditions, giving hundreds of people the same treatment he had. It made so little sense, but with what he had seen of Helga in the past few months, it still fit perfectly.
Helga continued as Alec sat himself down on a nearby hospital bed draped in thin paper. “That being said, any sort of pain you might experience is par for the course, and none of it is a sign of your impending death. Most of it will make you want to die, but you’ll be fine for several more months at least. Now, unfortunately, I still have work to do that my team can’t know about, so curing you would not benefit me. But so far, you’ve been exemplary in your discretion about these matters. Not to mention the immense distraction you’re providing for them; they barely have time to think about anything I’m doing.”
Alec nodded. He resisted attacking Helga outright, as he knew she was his only chance at salvation. That did not mean that he wasn’t ready to do so. Instead, he looked her in the eyes and weakly spoke. “Will this new pain go away?”
“Hard to tell. I could help run some tests, but as hard as it may seem to imagine, I don’t know everything about every power that comes my way. Most likely, though, there will be high points and low points, as there are with every disease. I can tell from your demeanor, for example, that you’re feeling significantly less pain than when you literally grabbed me, even if it doesn’t feel that way. By the way, don’t scare an old lady like that, especially with your specific ability.” Helga chuckled wildly. Alec felt sick to his stomach, even though these past few months had hardened him. This, he thought, was what true monsters looked like.
“Fine,” Alec said, standing up. “You know what? I don’t need any more help. I got money, I got power, I got ladies, and it’s all because of your experiment. When the power does start to kill me, I’ll be here. But until then, I’m not coming through this door again.”
Alec left Room 104 and began to leave the hotel. Helga was right; as he got up, the pain had begun to fade. After a few seconds, it had all but disappeared for the time being. He got to the lobby, where he immediately noticed a new complication. Josiah Power, his father, was standing over the desk, talking to the receptionist. Before he could turn the other way, he saw Alec standing there. He fell silent, his gaze softening.
“Alec,” he muttered, coming closer. “I thought… I thought you left the city.”
The rage that Alec felt that first night in the hotel began to bubble up again, but he kept it down. “Hey, Dad. Yeah, I was gone for a while, but I’m… I couldn’t leave.” He paused, considering his next words carefully. “I think I’m ready to talk to you again.”
“That’s fantastic,” Josiah smiled. “Take your time; you don’t owe me anything. But if you want, maybe we could get dinner sometime?”
Alec nodded. “I think I’d like that.” It was a lie, he told himself; he had to come up with something on the spot. But it worked in his favor; if he had a relationship with his father again, the betrayal would be much sweeter when he got to that point. He couldn’t wait to see Josiah’s face as he realized who he truly was. But that had to wait.
As he left the lobby, he smiled. The pain may come back, but those who deserved it would also feel his pain in due time.

”Alright,” Curtis said through his microphone. ”We’ve spotted the Tattooed Man in Kim’s area. Anyone currently in the field, converge on 44th Street and H. We need to take him down sooner than later.”
“Got it,” Ray said, hovering high above Josiah’s central shopping district in New Coast before taking off due west. Below him, Thunder, Blue Devil and Commander Steel patrolled the streets; each of them began to make their way to the location in question through a series of Dan’s portals. As he arrived on location, Ray began to take in the sites around him.
The area of the city that one of Josiah’s associates, Terrence Kim, developed felt much more like a normal city than a theme park. That said, it still felt like a theme park, if only because of how sleek and untouched the buildings were. Towering white-and-blue skyscrapers surrounded the wide streets of this area, with tropical foliage in planter boxes along the sidewalks. Palm trees dotted the curbsides, which featured parking spaces where the cars would face the curb. What took Ray by surprise the most, however, was how empty this part was. Not all of Kim’s territory was available to the public yet; only the bare minimum was completed.
Ray landed on the street as Dan, Anissa and Marc portalled in behind him. Several blocks ahead of them, the Tattooed Man was smoking a cigar. He quickly noticed them and put it out before turning to them.
The Tattooed Man let out a hearty chuckle as he took a few steps forward. “Well, well, well. You finally found me. Hey Marc, how’s the missus doing? You know, I could tell that she was stalking me when I got out. I served my time, why do I need to get harassed for what I’ve already done?”
“Seems like it was well worth it,” Commander Steel said. “Considering where you ended up, Mark, you can’t take the high ground here..”
“This small talk was never my favorite part. Let’s get this over with.” Two violet wings of energy sprouted from the Tattooed Man’s back, allowing him to tower over the other heroes. Ray immediately met him in the sky. From a sword tattoo on his left arm, he summoned a blade of energy that he immediately gripped with both hands before charging at Ray.
Ray dodged the Tattooed Man’s first attack, responding with a barrage of light blasts. From the ground, Commander Steel fired his own bolts of energy from the wrist-cannons Helga had designed for him. The sword dissolved and was replaced by a shield that grew from a small tattoo on the back of the criminal’s left hand. For several seconds, the Tattooed Man sustained the heroes’ continuous fire, but it was interrupted when the Blue Devil portalled onto the shield and began punching at it over and over again. The Tattooed Man dissolved the shield and dived out of the way, flying higher to avoid further attacks. Ray chased after him and Dan portalled himself back onto the ground.
“Now this, this is fun,” the villain chuckled to himself. “Marc, why couldn’t you learn to fly, or build some glider or something? Sky battles are awesome!” The dragon on the top of the Tattooed Man’s head came loose, chasing after Ray. He fired out a concentrated beam of light while flying away, but the dragon kept going. Before he could stop it, the dragon screamed, letting loose a powerful high-pitched sound, and Ray fell to the floor.
The Tattooed Man landed on the ground, his wings dissolving as he stood over the fallen hero. “Now this will be a fun one to ink. I wonder, how should I remember you by? I’d do a lightbulb, but I don’t think you’re that bright to begin with.”
A bolt of energy from Marc’s cannon stopped the villain from finishing Ray off, hitting his right shoulder and making him turn to the other heroes. Thunder leapt up onto the side of a nearby high-rise, tackling the criminal from behind as he was distracted. She began to force a pair of handcuffs onto him, but the Tattooed Man quickly summoned his wings again, knocking Thunder down as he turned to the skies.
The lightning tattoo on the villain’s right arm began to let out a violet glow. From the skies, he fired powerful beams of lightning. The first hit Anissa, knocking her down; the second and third were fired at Commander Steel. A metal shield expanded from the hero’s own right arm, protecting him. As the Tattooed Man flew down, a portal from the Blue Devil intercepted him and brought him face-to-face with the two heroes left standing.
The Tattooed Man readied another bolt, knocking Dan clean out. “Now,” he chided, “it’s just the two of us. Like old times, isn’t it?” He resummoned the sword and began exchanging blows with the soldier. Commander Steel quickly discharged another energy blast, which knocked the Tattooed Man a few steps backwards as he began to charge up another lightning bolt.
He stopped. The skull tattoo on his shoulder began to sense another presence nearby.
From above, another hero flew down, clad in a pristine silver costume with glowing accents. In the center was the letter “T” in a circle, clearly the symbol of the hero Mister Terrific. He glided on what looked like two green glowing disks that appeared to be made of pure energy. He looked down at some sort of holographic console emanating from his wrist. The Tattooed Man quickly recognized that this must be the Blue Devil’s associate, the one who once worked for Mister Terrific. The villain was used to recognizing Commander Steel’s body language, even behind that mask of his, and he knew that his enemy was just as surprised as he was.
The new hero’s drones quickly surrounded the Tattooed Man, opening fire with green laser-blasts all around him. The Tattooed Man couldn’t take it, and quickly fell unconscious himself.
”Hey,” Curtis said as he flew down. ”I noticed you needed help.”

“So, wait,” Ray began to say as the heroes converged in Room 103. Helga had just finished performing medical care on the three members of Coastguard who were knocked out during the battle, and they were now calling a meeting to discuss what had happened. “You’re--you’re a hero now? When?”
Curtis nodded. “Not always; I’ll be on comms for a lot of the time. But when you guys need it, Helga and I developed this suit. I’ll be calling myself the Technocrat.”
“Cool,” Ray said. He poked at the Technocrat suit, which was standing up in the corner of the room, connected to a charger.
“I’d have to disagree,” Anissa said. “Curtis, you’re incredibly important to us. We can’t risk something happening to you.”
Curtis nodded. “Well, unfortunately, it’s not really your choice. I’ll make extra sure to choose my battles; don’t worry. But it’s important to me that you are all safe. The Tattooed Man would’ve killed all of you if I hadn’t come out there. And with Courtney in Opal half the time and Cisco… you know… we need more hands on deck.”
“He would’ve killed you, too, if he had known you were coming,” Anissa remarked. “And now, everyone who comes to New Coast will know about you. Nothing’s changed; you just had the element of surprise this time.”
Dan, who was sitting in the corner, finally spoke up. “Look,” he said. “I get why you’re worried, Anissa, I really do. I’m worried, too; like, really terrified outta my mind that my friend’s gonna get hurt doing this. But if there’s someone who can pull off this stuff, it’s Curtis. I wouldn’t try and stop him, either; he’s a very stubborn man.”
“Alright,” Anissa huffed. “But I’m not gonna like it.”
“The only question,” Marc laughed, “is what flavor of ice cream he’s gonna be. I can’t think of any grey ice-creams.”
“That’s for Josiah to figure out,” Curtis smiled. “If I had to pick? Probably mint chocolate-chip. All of your weird fruit flavors are upsetting to the palate.”
Everyone laughed around them, except for Anissa. It still didn’t feel right for Curtis to be going out there, and she knew that feeling wouldn’t change. But they were right; she had to deal with it.

Mark Richards woke up. His surroundings didn’t feel familiar, but they clearly weren’t any sort of prison. The building he found himself in was some sort of makeshift cabin made of wood. He was tied to a wooden chair on a grass floor. He looked at the ceiling; above him, the panels of wood were ornately painted in patterns of green and silver.
“Where am I?” he asked, dazed.
A man walked over to him in a red-and-brown robe. Draped over him was a green cape decorated with one glowing red gemstone on it. The first thing Mark noticed about his face was his two piercing green eyes, which seemed to see into his soul.
“Greetings, Mark,” the man said. “I know you have many questions, but trust me when I say I am not an enemy.”
Mark chuckled dryly. “When I’m tied to a chair like this, that’s usually hard to imagine.”
“We both know that those bindings would not hold you if you did not want them to,” the man said in a monotone voice. “We simply had to restrain you, as you tended to flail around when unconscious.” He walked over to Mark and untied the knots that kept him tied to the chair. “My name is Samuel, and we have the same goals: to destroy Coastguard and to rule New Coast City. I am gathering people close to the Coastguard, people with vendettas against their members. You fit these criteria easily; another one of these people has already been clamoring to meet you.”
A tall, thin man with pale skin and dark hair walked over to him. He wore a suit and tie that had clearly been hastily put on. Mark stood up and shook his hand.
“Hi,” he smiled, speaking in a nasal voice. “Michael Clarion, occultist extraordinaire. Pleased to meet you. I also just got out of prison. Now, I have a lot of questions about your tattoos. They are mystical in origin, correct? I’m very interested to discuss the finer points of this with you.”

John Gilbride Jr.-murdered on September 7, 2002 in Maple Shade, New Jersey- “He's been raised by MOVE his whole life. I hope when he gets older, he'll ask questions. I want him to know that his father fought for him.”

The execution-style murder of former MOVE member, 34 year old John Gilbride Jr., in Maple Shade, New Jersey on September 27, 2002 remains unsolved. MOVE is a black liberation group founded in 1972 in Philadelphia, Pennsylvania by John Africa (born Vincent Leaphart) and Donald Glassey, a social worker student from the University of Pennsylvania. In a 2018 Guardian article about the group, MOVE's political views were described as "a strange fusion of black power and flower power which melded the revolutionary ideology of the Black Panthers with the nature- and animal-loving communalism of 1960s hippies.” John’s father, Jack, believes the organization has “blood on its hands” and had his son followed after he fled the movement. Alberta Africa (now Wonderlin), John’s ex-wife and the ex-wife of MOVE founder John Africa, claims that John is alive and “forgoing any contact with the son he was fighting for in court for a life of seclusion, courtesy of the U.S. government” surmising “maybe he went off the deep end or something and is hiding somewhere….he seemed like he was deeply involved in the government.” Jack stated that it is hurtful Alberta still makes those kinds of statements since he identified his son's body, attended his funeral, and buried his cremated remains saying he “could only wish…she knows more than anyone else that it isn't true." According to the Burlington County Prosecutor’s office, the case is still an open investigation.
John, a baggage supervisor for U.S. Airways, was found dead inside his Ford Crown Victoria at 12:08 a.m. outside the Ryan's Run apartment complex in Maple Shade, New Jersey. The killer fired multiple bullets into John’s head and chest at close range from an automatic weapon after which the individual then disappeared into the highways adjacent to the apartment complex leaving behind John’s personal belongings. Police believe the killer knew his schedule because “they were there at the perfect time” noting they shot him just as he was coming home from work late at night and “the purpose was to take his life, nothing else.” John was scheduled to have his first unsupervised visit with his 6- year old son Zackary later the next day-a visit that Jack claims Alberta and other MOVE members had threatened to stop. After a Philadelphia judge decided that John should have unsupervised time with Zackary, MOVE vowed to fight the order and boarded up windows at its Philadelphia headquarters. They also held a rally at the Cherry Hill municipal building protesting the custody order saying the judge’s order was “an attempt to persecute the group and that Cherry Hill police were helping.” John had mentioned to his father that he felt his life was at risk and he knew “he was taking a big gamble.” Before Alberta married John, she was the widow of John Africa, founder and leader of the controversial radical group MOVE. John Africa and 5 other adults and 5 children died in May 1985 when Philadelphia police dropped a bomb on MOVE’s Osage Avenue rowhouse headquarters after a day-long standoff. Given the group's turbulent history, Alberta said police would have arrested MOVE members by now for John’s death if they had evidence saying “we are not murderers.”
John first learned about MOVE as a student at Temple University in the late 1980s and later joined the organization. During one of John's visits from college, Jack suspected John was under a "new influence" as during a drive around the neighborhood, John mused "this is nothing...these big houses, this money, it doesn't mean anything; this surprised Jack as John's "goal in life had always been to become a millionaire and drive a Cadillac." In 1991, John announced he was going to live in MOVE's headquarters and seeing that they could nothing to dissuade him, Jack decided to "keep communication open and maintain whatever relationship John would allow them" using an 800 number to keep in contact. In the fall of 1992, John married Alberta, who was twice his age, against his family's wishes; the family, nonetheless, felt the wedding should be celebrated so they all went to dinner at Ruth's Chris Steakhouse in Philadelphia. Jack noted that "at no time did we sympathize with MOVE but in order to have a relationship with John, we did what we had to do."
The name of the group (MOVE) is not an acronym and was chosen by John Africa “to say what they intended to do” as in "everything that's alive moves…if it didn't, it would be stagnant, dead"; as an example, when members greet each other they say "on the MOVE.". The group combined revolutionary ideology with animal rights and “advocated a return to a hunter-gatherer society” based on vegetarianism while remaining “opposed to science, medicine, and technology.” John’s followers changed their surnames to Africa to “show reverence to what they regarded as their mother continent.” John Africa and MOVE members lived in a communal house in the Powelton Village section of West Philadelphia. As activists, they staged bullhorn-amplified, profanity-laced demonstrations outside their homes against institutions that they opposed, such as zoos, circuses, “Three Mile Island”, “puppy mills” and police brutality. MOVE made compost piles of garbage and human waste in their yards which attracted rats and cockroaches that they refused to kill as they "considered it morally wrong to kill the vermin with pest control.” MOVE activities were scrutinized by law enforcement particularly under the administration of Philadelphia Mayor Frank Rizzo, a former police commissioner known for hard stance against activist groups. Mayor Rizzo threatened in 1978 to dispatch his Police Department to MOVE's Powelton Village headquarters "to drag 'em out by the back of their necks."
In 1978, complaints from neighbors about "profanity-laced tirades, arms stockpiling, garbage piled in the yard, and naked children" led to a standoff with members of the group who had not vacated their rowhouse headquarters; a resulting shootout took the life of a police officer and put nine MOVE members in prison for life. In 1981, MOVE relocated to a row house at 6221 Osage Avenue in the Cobbs Creek area of West Philadelphia. Neighbors again complained to the city about trash around their building, confrontations, and the obscene political messages by bullhorn. In 1985, the police obtained arrest warrants in 1985 charging four MOVE occupants with crimes including parole violations, contempt of court, illegal possession of firearms, and making terrorist threats; by now, Mayor Wilson Goode and police commissioner Gregore J. Sambor had classified the group as a terrorist organization. Residents of the area were evacuated from the neighborhood and told to return after 24 hours.
On Monday, May 13, 1985, nearly five hundred police officers attempted to clear the building and execute the arrest warrants. Water and electricity were shut off in order to force MOVE members out of the house and Commissioner Sambor exhorted them to come out stating "Attention MOVE: This is America. You have to abide by the laws of the United States." When the MOVE members did not respond, the police decided to forcibly remove the members from the house. There was an armed standoff with police who lobbed tear gas canisters at the building. The MOVE members fired at them, and a gunfight with semi-automatic and automatic firearms ensued. Police went through over ten thousand rounds of ammunition when Commissioner Sambor decided the rowhouse could be bombed. From a Pennsylvania State Police helicopter, Philadelphia Police Department Lt. Frank Powell dropped two one-pound bombs made of FBI-supplied Tovex, a dynamite substitute, which targeted a fortified, bunker-like cubicle on the roof of the house. The resulting explosions ignited a fire from fuel for a gasoline-powered generator stored in the rooftop bunker. The fire spread and eventually destroyed 61 nearby houses. Officials said they feared that MOVE would shoot at the firefighters so they were held back. John Africa and 5 other adults and 5 children died. There were only two survivors; a child, Birdie Africa and an adult woman, Ramona Africa.
John Gilbride eventually left the movement and filed for divorce from Alberta in 1999 which led to years of heated court battles over custody of Zackary; John also filed for bankruptcy. John had gone deep into debt paying for in-vitro fertility treatments as they were desperately trying to have a child. John had also grown frustrated with "MOVE's meddling in his marriage" which "staged hours-long interventions" whenever the couple argued. According to Jack, the timing of the murder and the custody dispute is “more than a coincidence.” Philadelphia Police Captain William Fisher, the head of the department’s civil rights division who knows the MOVE leaders well, stated that John’s murder “seemed like a textbook mob hit” and John had a gambling problem and other enemies as well; Jack dismisses Captain Fisher’s claims saying he did a "disservice to the investigation" and “was simply trying to ease the department’s relationship with MOVE”. Captain Fisher continues to doubt that MOVE was involved saying Jack wants to think that “MOVE did it because it solves his problem…I’m a parent too, and it’s an emotional thing.” He believes a professional gunman could have known of John’s problems with MOVE and could have timed the murder accordingly saying if MOVE was involved, they would not have “outsourced the job to someone outside their organization.” He acknowledges “there was a lot of rhetoric and everything else, but keep it in perspective, it's a child custody thing” saying MOVE's members "defend themselves when needed but do not go out and kill people." Captain Fisher suggested a trip to Las Vegas a few days before his death needed to be looked into further; Jack avers John went to Las Vegas for an Earth, Wind, and Fire concert. John also had a "secret..and brief" second marriage to Rosario Bienvenida Arias-a 24-year-old casino dealer from the Dominican Republic. They married in Maryland on April 25, 2002, but, according to the annulment initiated by John May 19,2002, "she used him and then fled the country." The marriage had not been "nullified by the time John died, so as his widow, Rosario-not Zack-collected death benefits."
Others disagree such as former MOVE supporter Tony Allen who runs an anti-MOVE blog; he believes MOVE would never have put someone in their closest family circles at risk by killing John and would have given that task to a supporter saying “my hope is that there's people in and about MOVE whose consciences will eat away at them." Burlington County Prosecutor Robert Bernardi mentioned that MOVE members had been questioned in the investigation but did not comment further. In 2012 the Philadelphia Inquirer reported that John had told friends and family that he had recorded incriminating evidence in a notebook as "security against a hit" by MOVE. John said he had placed the notebook inside a locker for safekeeping. Jack confirmed one of John’s coworkers had contacted him and he tried to get police to search the locker but to no avail. At the time, Prosecutor Bernardi had no comment when pressed on the topic. It is unclear if the locker was ever searched.
In a 2009 news article, Jack mentioned that he continues to speak with investigators every three weeks but acknowledged "they get tired of telling me there's nothing new." Zackary, at the time 13 years old, was “a happy home-schooled teen, active in swimming and fencing.” In the interview, Alberta admitted that her son continues to miss his father recalling how they “found a picture of his dad, and he just fell into me..he's a big boy, but he was in tears. She also says "the tears she cried for John were real in 2002" and she continues to feels his absence noting that she remarried after John’s death, “not out of love, but to give her son a stable home.”
Jack said “his life has been anything but stable” since his son's death. His wife, Fran, died of cancer two years after his son was killed, and he speaks to Zack only once every three to six months. He knows that “wishing his son were still alive is pointless” so he focuses on resolving the case so Zack can come back into his life saying “he's been raised by MOVE his whole life. I hope when he gets older, he'll ask questions. I want him to know that his father fought for him."

Do we know more about John's gambling debts and other enemies he supposedly had? There is much discussion on the MOVE angle but I really couldn't find much information on any other theories besides the statement made by Captain Fisher.

MOVE has been “an anomaly in Philadelphia ever since it was founded, in the mid-1970s, by a white graduate student who became enthralled with the musings of a local black handyman who took the name John Africa and held beliefs ranging from vegetarianism to odd bathing rituals to preparation for worldwide racial conflict.” Several city officials were reprimanded in an investigation which called “dropping a bomb on an occupied row house…unconscionable” but none were criminally charged for the bombing. The 61 destroyed homes were rebuilt with government funds ($35 milion) but the houses were eventually condemned since a potential carbon monoxide leak was found in the heating systems. In 2000, the city paid again to buy out the residents and move them.
Ramona Africa, the only adult who came out of the house fire alive (along with 13-year old Birdie Africa), served seven years in prison for her role in the confrontation. As she stood outside MOVE's current house in 2013, she dismissed the notion that the home had code violations stating “they say it is a fire hazard but the only fire MOVE has ever been involved with is the one the city of Philadelphia set on May 13, 1985."

What other characters believe are the relationships between Red the the supposed KGB agents: Dom, Ilya and Katarina

Most of the sleight of hand lies in confusing the audience nearly omniscient POV with each individual character's POV. Who knows what and when do they learn it is pivotal in unraveling the mystery. We are privy to what the real relationship between Red and those characters, but what do the others think Red wants with them?

Red and Ilya

The real relationship is close. They are childhood friends. And Red is frantic when Ilya is missing.
ILYA: Have I ever let you down?
RED: Once. When we were children.
ILYA: You wouldn't give back the truck. I'll get this done.
RED: You're always so optimistic.
ILYA: I thought that's why you loved me.
RED: I love you because I can trust you.
And we this confirmed
RED TO LIZ: The man she's taken, he's like a brother to me.
RED TO LIZ: She got to Steinhil, she's apprehended a dear friend of mine. You said she's after certain information. Does he have it? He does. And she'll do most anything to get it from him.
RED TO ILYA: you're not only my oldest friend. Today you're my favorite.
and the scenes with Glen, in which Red is by turns out of control, threatening, pleading:
Glen, this is important. Please, I I need you to find these people as soon as human
Glen, there is no casino night. There is no DMV. Right now, all that matters is finding Orion Relocation Services.
Don't tell me to take it easy. This is important. You're a tracker, and I need you to find out everything you can about these people, right now.
The woman from Paris She took someone I care deeply about. What's happening to him now, - what she's subjecting him to– I can't even begin to imagine, which is why I need to find him... But I can't do that unless you find Orion Relocation Services. Glen, I implore you. This is life or death.

He is throwing food around, in a scene that reminded me of Liz throwing the bag with the tapes in season 1, he is out of control, desperate. One of the few occasions we have seen Red out of control.
She took someone I care deeply about. What's happening to him now, - what she's subjecting him to – I can't even begin to imagine

SKIP: I didn't know you were involved.
Skip had no idea that Red, who he believes is Raymond Reddington, former US Naval officer turned criminal, was involved with neither Fakerina, nor Ilya (who Fakerina tells is former KGB), that he was involved in that situation at all.
Red and Skip have a history, Skip knows he can trust Red's word:
I assume you denied Morozov the information he sought because he was gonna shoot you either way. And you were good and right. But you know me, Skip. So here's the deal. I'll provide you the best medical treatment and protection money can buy, provided you tell me what I need to know, right now. What did she hire you to do?
The relationship of Red and Ilya is hidden from the world. Fakerina went to a British agent, living in London, Skip Sutherland
RED: How do I find him?
SKIP: We met near my office. He He was a driver, a deliveryman. The cash, he brought it in his travel bag, like an order. Clay Elephant that was the restaurant.
RED: Dembe, call Edward. Tell him to get the jet ready for London. I want us in the air within the hour.
this reminded me when Samar found information about Leonard Caul, former CIA, with Mossad, when the CIA had scrubbed his information from the system including his fingerprints:
NAVABI: We checked with NCIC. The prints they ran on our eight-fingered mystery man were a dead end. No criminal record, no background checks. He wasn't in their system.... But he was in Mossad's. Leonard Caul's real name is Joseph McCray. He's former CIA. Last-known photograph dates back to 1981.
RESSLER: He was part of Operation Harwood, a covert surveillance unit run out of Managua to keep tabs on the Sandinistas. The Agency knows who he is, but they won't say. Classified.
And that includes what Fakerina believes is the relationship between them, because she believes Red wants the address she had bought from Skip because he wants to find Ilya:
FAKERINA: This is about what the man in the park told me.
RED: Morozov told you about that, didn't he?
Motya Morozov, who bought into the TD
Red believes that the information Morozov disclosed is his conversation with Morozov before: "It's about the Townsend Directive. I understand it's been reactivated that you and everyone else who bought in are actively hunting for her."
Fakerina reveals to Red what she thinks he wants:
FAKERINA: That's why you want to see me. You want the address I bought.
RED: I'm not interested in an address. I'm interested in you coming to me.
Fakerina has no idea Red does not need to buy Ilya's address, that Ilya is his oldest friend. She believes Red wants Ilya's address for the same reason she and Morozov want it:
Ilya Koslov.... The one person who can tell me what I need to know.
Not the one person left who can tell me. The ONE person who can tell her.
Fakerina knows Morozov bought into the TD and is hunting for Katarina Rostova. She also believes Motya got Sutherland and will find the information she bought:
I got what I needed, but so did Morozov. His people were tailing Sutherland. I killed one of them. But they still took him.... Our problem is Morozov. He now has the source of our intel. It's only a matter of time before he extracts the location of Koslov
So, Fakerina and Motya both want the location of Ilya Koslov as the source of the information they want. They also believe Red wants the same information because they have no clue, as does Skip too, that Red and Ilya are old friends.
Fakerina also believes Ilya Koslov was a former KGB agent:
The location for the KGB agent formerly known as Ilya
She wanted the whereabouts of an old KGB operative.
What is also interesting to me is that we know Ilya is married or has a long time partner, likely Linda.
I spoke to Linda. She says you haven't slept well since it all happened.
Linda tells me your goddaughter's getting married Saturday. You should go...Get drunk, dance the hora, and forget.
BUT when Fakerina gets the address from Skip of Ilya Koslov, former KGB, is a Washington, DC address.

A rather empty apartment that does not look lived in. With nothing personal on it, and no trace of a woman.
Could this be Ilya's equivalent to Red's Bethesda apartment. A place with traces to his Koslov identity?
Is it possible that the apartment traces to Ilya Koslov back to the late 1980s? That is the equivalent of Red's Bethesda apartment? A place tied to the Koslov identity?
ILYA: No. I-I am not leaving your side until this is done.
Instead of the place he lives with Linda, which we know is not DC:
a wooded area. in the DC/Virginia/Maryland area or on the NY area?
We see him show up at his goddaughter's wedding with a woman:

Red and Dom

WE know the relationship between Red and Dom is far from warm and cozy.

YOUNG ILYA: I should tell him. YOUNG DOM: We're not telling him anything. YOUNG ILYA:Oh. I know how you feel, but Reddington deserves to know what we've done. YOUNG DOM: Why? Why does Reddington deserve to know anything?
DOM TO RED: There was nothing complicated about it. We had to back out of Masha's life to keep her safe, after you made a colossal mess of everything. Only you couldn't stay well enough away, could you? Now you you come to my house with this sorry tale of loss, like you're the only one affected by this. You're the only one whose feelings matter. Well, guess what, Raymond? Masha was my granddaughter, and now she's dead without even knowing I existed! All my sacrifices shot to hell. I could've spent the last 30 years just being her grandfather. You selfish prick.
DOM: Mm. Sympathy? .... Are you waiting for my sympathy? Maybe a hug. RED: God, no. DOM: Good, because you wouldn't find that here anyway.
RED TO DOM: You don't have to believe me or help me or like me. You never have. I don't know why you'd have to start now
But when it comes to the apparent relationship between Red and Dom, things get very complicated. Fakerina KNEW that Red would lead her to Dom, which was the objective of the charade with Frankie and the escape:
FAKERINA: Very well. Dom then. That's right. I found him. I know it's cruel to go after the old man, but you leave me no choice. Something tells me he won't hold up nearly as well.
We found him. A farmhouse a few hours north
FAKERINA: Raymond, I told you I want answers, which means I need him alive. Send him out, and I'll have no choice but to save his life.
Fakerina knows Red and Dom are in contact, yet she has no idea Red and Ilya are. So that HAS to be about Masha.
I know what Dominic thought. And he's paying for his sins. And if he survives, I'll find him again and finish the job. At least he believed he was protecting Masha. But you you were my friend.
And he counted on Red protecting him, even if she believes Red is Raymond Reddington, former US Naval officer.
FAKERINA: Raymond. There are rules.
RED: Which you've ignored.
FAKERINA: Dom was a player in the game.
RED: His game ended long ago.
But what is interesting to me, is that she knows Ilya and Dom conspired to have her killed in Belgrade,
She knows you tried to kill her, Dom. She wants answers, but she also wants revenge. You set her up, betrayed her
and until the memory retrieval, when Ilya was talking about telling Reddington, Fakerina believed Red was complicit in it:
Everything I cared about died that day.
I didn't want that.
I'd made a life for myself, a family. You blew all that up.
I didn't know.
Dom promised me no one would get hurt. Said he loved his child and just wanted her to be safe. Do I seem safe to you? Hunted, chased into the shadows.
I I can't give you what you want.
What I want is my family back. No one can give me that back. Least of all you. You can't give me what I want. But you can give me what I need. You want me to believe you had nothing to do with Belgrade.
I didn't.
She knows Dom's reason would have been protecting Masha,
I know what Dominic thought. And he's paying for his sins. And if he survives, I'll find him again and finish the job. At least he believed he was protecting Masha. But you you were my friend.
she knew Dom had asked her for help:
Dom promised me no one would get hurt. Said he loved his child and just wanted her to be safe.
So, it is likely that Fakerina believes Red and Dom being in contact is about Masha. She believes Red to be RR, at least at that point, and she knows RR is Liz's father, as we see in this conversation with Liz's newly hired nanny, to get her to quit:
But you're familiar with - the name Raymond Reddington....Have you heard of him? ...He's also Keen's father. Open it. That man is one of our agents. He's staking out Keen's building. Four years go, Reddington and Keen went on the run together. She was on the FBI's Most Wanted list.
NANNY: It says here her name is Masha Rostova.
It also says she's the daughter of a KGB agent. A notorious KGB agent named Katarina Rostova. The agent out front - He's not looking for Reddington. He's looking for her. As bad as he is, Rostova's worse. The child you're being asked to care for is their granddaughter.
So, she believes Red will protect Dom but wants the information about Ilya:
Well, mine hasn't! I'm still being hunted. And it's not gonna end unless I end it. This is about what the man in the park told me..... That's why you want to see me. You want the address I bought.
It seems Fakerina wants a location for Katarina, or proof of her death.
And it seems that Fakerina believes Red will protect Dom and Katarina for Masha, but she does not know anything true about the relationship between Red, who she believes is a former US Naval officer and Ilya, who she believes is a former KGB agent. It is likely she believed Dom to be also a KGB agent.

Red and Katarina

When it comes to this, it is easy to get lost in all we know about them. But what do the world believes is their relationship? In season 6 Red had been acquitted of the treason charge:
In United States v. Raymond Reddington, to the single count alleging violation of Title 18, United States Code Section 2381, Treason, how do you find?
Not guilty.
when the tape found at Minister D revealed a conspiracy between Alan Fitch and Katarina Rostova to frame Raymond Reddington for the Gideon affair.
If we set aside all the private things we have witnessed, the Cape May episode, the scenes with Dom, what Red has told Liz, what do the world believe?
Do the world believe Reddington and Katarina are allies or enemies? Let us begin by what the scene with Motya Morozov tells us:
RED: It's about the Townsend Directive. I understand it's been reactivated that you and everyone else who bought in are actively hunting for her.
MOTYA: Do you think I'm an idiot?
RED: Motya, I need to take care of this myself. It's personal.
MOTYA: .... Forget about The Directive. Forget about Katarina Rostova. I'm not gonna help you find her. I'm gonna hunt her down, and I'm gonna kill her myself.
Morozov believes Red wants information so that he can get to Katarina and kill her ("I'm not gonna help you find her. I'm gonna hunt her down, and I'm gonna kill her myself.")
This phrase: "gonna hunt her down, and I'm gonna kill her myself." suggests he believes Red's objective in finding Katarina is to kill her, not because of a bounty like he does ("you and everyone else who bought in are actively hunting for her,") but for personal reasons ("I need to take care of this myself. It's personal.").
So Motya believes that Red wants to find Katarina to kill her himself. Motya is hunting for her for the bounty, as part of the TD.
That makes sense. For the world, Katarina Rostova had betrayed Reddington, and framed him as a traitor, causing him to become a criminal, a hunted man.
What does Fakerina believe? She certainly believes Red is RR, at least until the memory retrieval in Orion, and she knows RR is the father of Liz AKA Masha Rostova and that Liz is Masha and is the daughter of Katarina Rostova. (which one?)

Fakerina's first line of inquiry was about Katarina. To see if Red would give up any information about Katarina Rostova:
OBAN: I have been hunting you and Katarina Rostova.... We know that she is in Paris. And at the risk of stating the obvious, it cannot be a coincidence that you are here, as well.....Tell me about Rostova.... We know about the Townsend Directive. We know that it is a standing order to kill Rostova and that it is very much in play. I want you to tell me who is coming for her and where she is so I can get to her before they do. She has some intel that I want, and obviously I cannot get it from her if she's dead.
RED: You said you prefer illusion to reality.
Mm. More than you can possibly imagine.
I may have seemed like an illusion, but she is one someone you can never find.... I may not have told you what you want, but I told you all you need. You'll never find Rostova.
Ah, yes, yes, yes, because she's an illusion. What does that mean?
She's a figment of the collective imagination.
I don't believe you.
this part is interesting. It probes if Red would admit to Oban if he and Katarina are allies or enemies:
In fact I am thinking that she did this to you.
Did she?
Why are you protecting her?
Some people in this world are soul mates. Katarina Rostova and I shared one. Betraying her would be like betraying myself.
Red's answer just tells her that Red will not betray Katarina. But Fakerina seems puzzled that Red is not giving her what she wants:
FAKERINA: I have to give them what they want. Tell me how.
I have nothing to tell you.
FAKERINA: We'll see. If you think those secrets of yours are worth dying for? Prove it.
This also goes for what Fakerina believes, that Red wants Ilya's information to find him.
This is about what the man in the park told me.... That's why you want to see me. You want the address I bought.
Later she learned that Red and Ilya had a relationship of some sort:
YOUNG ILYA: I should tell him.
YOUNG DOM: We're not telling him anything.
YOUNG ILYA: Oh. I know how you feel, but Reddington deserves to know what we've done.
YOUNG DOM: Why? Why does Reddington deserve to know anything?
YOUNG ILYA: Because he's a part of this.
Then there is what she asks Ilya:
And Reddington? Whoever he is, he's still out there! The benefactor to all of this.... You're protecting him, but people are trying to kill me.
and:
FAKERINA: You're protecting him.
ILYA: I made a promise.
FAKERINA: But you cared about me.
ILYA: Yes, and I do, but I
This is what the timeline for what Fakerina believes:
  1. She starts alerted either from the TD being activated again or from the traces left by inquiries about her that Red is likely coming to rope her into his narratives. She waits for him and takes him instead.
  2. She knows Liz aka Masha is the daughter of RR and KR. She has no idea about the task force, and all information on them is classified after 2013.
  3. She learns from the "Inspector Oban charade" that Reddington will not betray Katarina, and will not say anything about who is in the hunt. He also does not say anything to Oban about Fakerina, so he is being loyal to her as well, or he does not wish to make that public at any rate.
  4. She knows then Red will lead her to Dom. He does.
  5. Red tells Motya that he wants to be appraised of any location for Rostova. Obviously Motya and Fakerina know OF each other, because Motya is following Skip Sutherland, OR he is following Fakerina. He kidnaps Skip and leaves Fakerina. And he knows Skip sold Fakerina information ("This one was with Rostova. Sold her information, but he wouldn't tell me what.")
  6. Fakerina then believes Red wanted Ilya's address from Skip. It is clear that Fakerina and Morozov know each other, or OF each other. Morozov, despite calling her Katarina Rostova, seem to know Fakerina is not the target but she has information, and he can sell her to the highest bidder.
  7. Then Fakerina learned in the memory recall that there is a relationship of some sort between Red and Ilya, because Ilya wanted to tell Reddington about the Belgrade incident.
  8. She then believes Ilya is protecting Red, and she does not understand why. She believes Red is the one organizing and protecting Dom and Ilya, but she does not understand why Ilya is protecting Red.
  9. When she fakes her death, she tells Liz she will try to find who Red really is. Liz believes is post 1991, but is that what Fakerina believes? Or has all the information collected told her she does not understand the relationships between the players because she does not know who they really are?
